This companion paper presents the GTETI assessment methodology by indicator, and includes a description of adjustments made since the previous edition of the GTETI (v2.0). Adjustments concern indicator 2.4 on budget cycle integration, where the assessment is simplified. Minor collateral changes affect few countries. Documents assessed by the index cover the same 10-year period as in GTETI v2.0, including TE reports published up to December 31, 2024. All changes introduced in version 2.1 of the GTETI, published on May 11, 2026, are discussed in detail in Appendix 3.
